GSMA Advocates Regulatory Frameworks for LEO Satellite Services

In a recent position paper, GSMA highlighted the urgent need for adaptive regulatory frameworks for Direct-to-User Low-Earth-Orbit (LEO) satellite services. As global connectivity evolves through LEO constellations, regulation must also progress, the paper argues. GSMA calls for modern policies that foster innovation, while ensuring user protection, investment in communication networks, and consumer trust.

John Giusti, GSMA’s Chief Regulatory Officer, emphasized the transformative impact of LEO satellites on connectivity, particularly in underserved areas. The paper underscores five principles for guiding these frameworks: transparency, regulatory parity, harmonisation, collaboration, and balancing innovation with regulation. Aligning regulations for satellite and mobile providers is crucial for consistent consumer protection and sustainable investments.
