The plan also highlights a commitment to establishing an innovation and technology center. Enhancing its status under "one country, two systems," Hong Kong aims to expand as a global mediation capital and develop into a significant center for legal and sporting events.

The Northern Metropolis development targets fostering a vibrant, infrastructure-led, and industry-driven region. Participation in the Greater Bay Area’s development and international collaboration under the Belt and Road Initiative are key components.

Focusing on education, healthcare, and social well-being, the plan aims to create a harmonious society and bolster economic prosperity.
