IQLOOP Group Reports Türkiye Completes 455,357 Housing and Commercial Units in Post-Earthquake Reconstruction Program

Istanbul, Turkey, October 19th, 2026, FinanceWire

IQLOOP Group Reports, Türkiye has completed 455,357 residential and commercial units under a government-led reconstruction program launched following the devastating earthquakes of Feb. 6, 2023. The initiative, coordinated by the Ministry of Environment, Urbanization and Climate Change, has also supported the restoration of public infrastructure, educational facilities, commercial districts and historic city centers across the affected region.

The milestone was formally announced during a ceremony in Hatay on Dec. 27, 2025, attended by President Recep Tayyip Erdoğan and senior government officials. According to the Housing Development Administration of Türkiye (TOKİ), the completed units comprise 367,995 conventional housing units, 65,672 village homes and 21,690 commercial units.

The reconstruction initiative represents a major phase of Türkiye's recovery efforts following the earthquakes, which caused widespread destruction across 11 provinces and affected millions of residents.

Reconstruction Efforts Following the 2023 Earthquakes

On Feb. 6, 2023, two powerful earthquakes struck southern Türkiye approximately nine hours apart, causing extensive damage across the region and neighboring Syria.

Türkiye's Disaster and Emergency Management Authority (AFAD) recorded the earthquakes at magnitudes 7.7 and 7.6. According to official figures, the disaster claimed 53,537 lives in Türkiye, injured more than 107,000 people and directly affected approximately 14 million residents.

Following the disaster, approximately 8,000 government personnel conducted structural assessments covering 2.19 million buildings containing 5.92 million individual units. The Ministry of Environment, Urbanization and Climate Change subsequently classified approximately 850,000 residential, commercial and other units as unusable.

The scale of the destruction prompted a coordinated national reconstruction program involving government institutions, construction organizations, engineers and local authorities.

Government-Led Reconstruction Reaches Major Milestone

The reconstruction initiative, referred to by government officials as the Reconstruction Mobilization of the Century, was coordinated by the Ministry of Environment, Urbanization and Climate Change in collaboration with TOKİ, the Urban Transformation Presidency, Emlak Konut REIT and the General Directorate of Construction Affairs.

Construction activities began while debris removal and damage assessments continued. Foundations for the first permanent housing developments were laid 15 days after the earthquakes, while the first village homes were handed over on the 45th day.

According to the Ministry, approximately 200,000 architects, engineers and construction workers participated in operations across 3,481 construction sites in 174 locations during peak construction activity.

Combined construction output reportedly reached approximately 550 housing units per day, equivalent to 23 units per hour across the program's multiple development sites.

Major projects included İkizce in Malatya, where 28,289 units were planned, alongside large-scale developments in İndere in Adıyaman, Dikmece in Hatay and Altınova in Kahramanmaraş.

The İndere development included 16,822 residential and commercial units, supported by infrastructure designed to accommodate a population of approximately 100,000.

At the December 2025 completion milestone, the government also announced the opening of 157 public investments, including 84 education buildings.

The completion of 455,357 units marked a significant milestone in the government's reconstruction program, although broader recovery and infrastructure development remain ongoing.

On-Site Transformation Program Supports Additional Reconstruction

Alongside government-built residential developments, Türkiye introduced an On-Site Transformation program to assist property owners seeking to rebuild on their original land.

According to government figures, financial assistance has been provided for approximately 124,000 additional units through the initiative.

These properties are separate from the 455,357 units reported under the principal government-led construction program.

Minister of Environment, Urbanization and Climate Change Murat Kurum has characterized the reconstruction initiative as an effort extending beyond residential construction to the restoration of functioning communities and improvements in long-term disaster resilience.

Infrastructure and Historic Districts Undergo Restoration

The reconstruction program has also addressed damage to essential utilities, transportation connections and public facilities.

Government-reported infrastructure works have covered approximately 6,800 miles of drinking water, wastewater and stormwater networks throughout the affected region.

In Hatay, reconstruction projects have included the historic Uzun Bazaar, Kurtuluş Avenue, the former parliament building and buildings along the Asi River.

The Uzun Bazaar development encompasses 1,536 residential and commercial units, while 280 shops have been rebuilt along Kurtuluş Avenue.

Similar initiatives in Malatya, Kahramanmaraş and Adıyaman have combined housing construction with the redevelopment of retail spaces, offices and public buildings.

These projects are intended to restore commercial activity, improve access to essential services and support the return of residents and businesses to affected city centers.

Coastal Rehabilitation Project Advances in İskenderun

In İskenderun, where portions of the coastline reportedly subsided by approximately 31 inches during the earthquakes, the Ministry initiated a coastal rehabilitation project.

The first phase covered approximately 2.2 miles of coastline and 75 acres of land, integrating shoreline restoration with redesigned public areas.

The project forms part of the broader effort to restore damaged urban infrastructure and improve the long-term functionality of coastal communities affected by the disaster.

Government Reports Significant Reconstruction Investment

President Erdoğan has stated that public spending on earthquake response and reconstruction reached approximately 3.6 trillion Turkish lira, equivalent to roughly $90 billion at the exchange rate used in the government's reported estimate.

The reported expenditure covers residential development, public infrastructure, essential services and other recovery initiatives.

Erdoğan has also estimated the earthquakes' direct economic cost at approximately $104 billion, with broader indirect economic impacts reaching approximately $150 billion.

Government officials have described the reconstruction effort as a coordinated national initiative involving public institutions, municipalities, civil society organizations, construction professionals and residents of the affected provinces.

Long-Term Recovery Remains a Continuing Priority

The completion of 455,357 residential and commercial units represents a substantial phase of Türkiye's post-earthquake reconstruction program.

Combined with financial assistance for approximately 124,000 additional units through the On-Site Transformation program, the initiative reflects the scale of rebuilding undertaken since February 2023.

Beyond housing delivery, the government's recovery strategy encompasses infrastructure rehabilitation, restoration of historic districts, redevelopment of commercial centers and improvements to public facilities.

Long-term assessments of the reconstruction program will depend on the durability of newly developed infrastructure, the restoration of economic activity and the ability of rebuilt communities to withstand future natural disasters.
