ROVE IPTV Launches "Test-First" Consumer Framework as Canadian TV Complaints Surge 79%

Toronto, Canana, November 5th, 2026, FinanceWire

Canada’s telecom and TV complaints watchdog received an unprecedented 53,195 complaints in 2025-26, while nearly half of households now live without traditional TV.

ROVE IPTV today announced the nationwide rollout of its "Test-First" Consumer Protection Framework, introducing standardized in-home device stress testing and zero-commitment trial protocols for households across Canada. The initiative directly responds to the Commission for Complaints for Telecom-television Services (CCTS) reporting an unprecedented 53,195 consumer disputes for the 2025–26 period—a 79 percent surge year-over-year—by establishing mandatory pre-subscription network audits and transparent service terms to eliminate the hidden billing and performance failures driving industry complaints.

The figures, published October 15, cover phone, internet and TV services, and the full annual report is due January 13, 2027. The agency’s previous report, covering 2024-25, found that issues involving TV services rose 44 per cent. Billing made up 46 per cent of all issues raised, while breach-of-contract issues, including promised features that were missing and fees applied unexpectedly, climbed 121 per cent.

“Clear communication upfront by service providers builds trust and sets accurate expectations for both parties,” CCTS Commissioner and CEO Josée Bidal Thibault said when that report was released in January.

The complaints are piling up while more Canadians change how they watch. Convergence Research’s annual Couch Potato Report found that 48.5 per cent of Canadian households had no cable, satellite or telecom TV subscription at the end of 2025, up from 46 per cent a year earlier. The firm expects that share to hit 57 per cent by 2028. “You need multiple sources now to watch what it is that you want to watch,” Convergence president Brahm Eiley told The Canadian Press in March.

“Nobody cancels a TV service because the channel list was too short,” said John Adam, a spokesperson for ROVE IPTV. “They cancel because the app won’t load on the bedroom TV, or the game freezes in the third period when the whole house is online. You can find that out in a weekend. Do it before you pay anyone, us included.”

Five Checks Before Paying

Screens First. Count who watches, on how many screens and at the same time. One person in a Mississauga condo needs far less than a family with hockey in the living room, cartoons downstairs and a teenager on a tablet who wants neither. Ask about connection limits, and check captions or larger menu text if anyone at home relies on them.

Actual Devices. Look for support notes that name the TV brand and model. Plenty of homes mix hardware, say a new smart TV upstairs and an older Android box in the rec room, so confirm both works. Then try the TV app with a real remote, not a phone.

Stability at 8 p.m. A connection that tests fast at noon can still buffer at night, when the whole street is online. And a strong plan on a weak router won’t reach the basement.

The Trial and the Terms. Use a trial or first month on purpose: a weeknight, a weekend and once with everyone home. Read renewal, billing and cancellation terms before entering card details. The CCTS also tells customers to “keep copies of bills, contracts, chat transcripts, emails and reference numbers.”

Who Holds the Rights. Ask what rights a provider has to the channels it carries. In July, the Federal Court issued a two-year order requiring Canadian internet providers to block a list of unauthorized IPTV services and piracy sites, in a case brought by Rogers Media and several Hollywood studios. A household paying for a blocked service can lose it partway through a term.

“Judge it on a busy Tuesday night three months in, not on the sign-up page,” Adam said.
